With the development and application of digital technology, especially in the context of the Industrial Revolution 4.0, the use of online education as a mean to increase the quality and effectiveness of teaching and learning, as well as possibility of accessing to and serving target groups has been interested in countries including Vietnam.
In the recent past, in the context of Covid 19 epidemic, with the spirit of "Pause to go to school but not stop studying", with the high determination of the education sector, the interest and companionship of technology companies, network operators, the active participation of localities, educational institutions, online teaching has been organized, implemented and initially achieved positive results. According to the Minister of Education and Training: “The Education sector considers this as an opportunity to resolve to accelerate digital transformation. Online teaching is not only a temporary solution during the epidemic season but also an important solution to improve education quality from kindergarten to university”. The Ministry is also interested in building an action plan to implement methodically and regularly, promoting online training. Online education has been identified as an issue that needs special attention and is strategic by the Government and Education sector.
In Vietnamese practice, online education has also existed for many years, with an increase in the number (in terms of suppliers, courses), in quality (in terms of technology, of education). Hanoi Open University is one of the leading institutions in this field. However, the implementation of online teaching in general, online teaching in the context of Covid 19 epidemic in particular, still faces many difficulties and shortcomings relating to technical infrastructure conditions, computers, management capacity, teaching organization of managers, teachers, learning capacity of students in online learning. The increase in institutions providing online courses, educational content, and the lack of necessary management standards and mechanisms has also led to inadequacies in quality.
Theoretically, along with the development of digital technology and educational science, the concepts, models, organizations, factors that ensure the quality of online education, had or need changes and development However, at present, there are inconsistent conceptions, incomplete understandings, misunderstandings about online education, ... creating "gaps" in theory.
In order to achieve quality and effectiveness of online teaching, it is necessary to have a holistic approach - It should be considered in the "Online Education Ecosystem" including teachers, learners, stakeholders (education managers, policy makers, students' parents, communities, ...), educational environment, documents, methods of online education, ... The theory development as well as implementation in practice should follow this approach.
From the above-mentioned needs, Vietnam Institute of Educational Sciences collaborates with Hanoi Open University to co-organize the workshop: “Online education ecosystem - model, organization and quality assurance factors” to collect opinions of experts, scientists, technologists, teachers, and administrators on the models and organizations of online education ecosystem. The workshop involves:
